
The Substance Abuse and Mental Health Services Administration (SAMHSA) is revising its approach to data collection with the introduction of a new streamlined tool: the SAMHSA Unified Client-level Performance Reporting Tool (SUPRT). This tool aims to reduce the reporting burden on both clients and grantees while improving the consistency and quality of performance data. SAMHSA is currently inviting public comments on this new data collection tool, with the deadline for feedback being October 15, 2024.
Key Features of the New Tool
SUPRT will streamline questions and incorporate new measures, including SAMHSA’s Core Outcomes of Recovery (SCOR) Scale, a set of 13 recovery-oriented measures (page 11 of SUPR). These updates align with SAMHSA’s focus on supporting recovery and promoting mental health and substance use treatment services. The proposed tool will also standardize and simplify the reporting process for grantees, ultimately enhancing SAMHSA’s ability to monitor and report on its discretionary grant programs.

Streamlining data collection: Reducing the burden of reporting for over 7,500 grantees across prevention, treatment, and recovery programs.
Improved data consistency: Enhancing the quality and clarity of collected performance data.
Alignment with federal goals: Supporting SAMHSA’s strategic priorities while ensuring compliance with the Government Performance and Results Modernization Act (GPRAMA) of 2010.
SAMHSA has emphasized that this new tool incorporates feedback from key stakeholders and results from cognitive testing to ensure that the data collection process is clear and effective. The data collected through this tool will inform SAMHSA’s monitoring of grantee performance, continuous program improvements, and public health reporting.
